the meaning of the word SEC ED is "Secretarial to the Executive Director." The word Secretarial applies to the signature meaning it is signed as official by a person other than LRH personally. It is the written initials in the lower left-hand corner that are secretarial. The system came into use to accommodate cable orders originally.
