2. anyone now holding post as Dept of Government Relations or as Director of Special Programs should be retitled Department of Official Affairs. The field responded only faintly to special programs. Where field activities warrant, a Central Organization may have a Department of Official Affairs to combine all former duties and activities performed by the Department of Government Relations and Special Programs.
