Definitions

a procurement is an originated letter by the organization, and that's all it is. It isn't an answer. An answer to it would be "not interested at all," which is a prospect letter; "I am coming in," "I'd sure like to have some training if I could ever afford it, but you know how things are." These are applicant and prospect letters and they are not procurement letters.
