Definitions

1. (in Establishment Bureau 1) the External HCO Branch (3) recruits experienced org personnel for FB and evaluator echelon. It does this through FOLO Bureau 1's. It used FPPO lines to get personnel eligible for and sent to Flag. (FPPO functions do not change) (FO 3591)
