At that level it is also called the Establishment Bureau but contains only the first and third branches -Internal and External HCO. The External HCO branch on Flag operates its opposite FOLO branches as a network. Through this it executes its functions at a continental level. FOLO Bureau 1 also mans FOLO management on direction of Flag Bureau
