Definitions

1. the welfare state punishes actively every producer. It fines him for producing. He's making money left and right so they take it away from him and give it to somebody who isn't working. In other words neglect the guy who is working and hand it all to the downstat. The cave in of any society beings with the reward of a downstat. (ESTO 9, 7203CO5 SO I)

2. that state which rewards non-production at the expense of production. (HCO PL 6 Mar 66)

3. that state in which the member is not permitted to contribute to the state but must take contribution from the state. (DAB Vol. II, p. 51 1951-52)
