an organization which is not overstaffed. It has just enough staff to keep people busy enough to get the job done without staff colliding with each other physically and emotionally. The level of interaction between staff is not high enough to interfere with production and the interaction going on is primarily between a person and his job. "Labor problems" would be less as staff and executives would be too busy to cause them.
