Definitions
policy is the broad general outline originated by top management. Orders are the instructions issued by the next lower level of management to get things done that result in products. Long-range policy already exists in FOs and HCO PLs, CBOs, even HCOBs. Short-range top management programs and plans exist in LRH EDs, SO EDs, programs, even FBDLs. (FBDL 12)
