Definitions

1. those done starrate by Qual personnel on the auditors, C/Ses, supers, D of T, Cramming Officer or anyone in the org delivering a technical service. The materials checked out are the processes of the level and the HCOBs or HCO PLs that directly cover how those processes are done. Not to do these checkouts is a high crime. (HCO PL 25 Nov 74)

2. starrated checkouts on all processes and their immediate technology and on relevant policy letters on HGC interns or staff auditors in the Tech Division or staff auditors or interns in the Qual Division for the levels and actions they will use before permitting them to audit church pcs and on supervisors in Tech and Qual who instruct or examine. 3. high crime checkouts are done by auditors to their highest class. Any new procedure must be drilled on a doll in addition to the high crime checkout before the OK to audit chit is issued. (BTB 5 Sept 72RA)
