for management purposes the FOLO should regard the Tours Org as any other org on the Flag-FOLO-Org system. This makes the FOLO responsible for seeing that the Tours Org is on its orders getting them done and that it is sending data and reports to Flag regularly. It does not however allow the FOLO to originate management orders into the Tours Org as Tours Org is handled and run by the Flag Tours Chief. (HCO PL 24 Aug 72RA)
