the Flag float is used to cover the cost of construction work undertaken on the RSM with the purpose of improving and increasing her value as a ship. Under this heading comes various projects such as tanks, chartroom, qual, welding, radio, lifeboats. These are all classified as Flag expenses and are paid by Flag. (FO 1400)
