a new network formed with the purpose of putting functioning HCOs into all SO and Scn orgs. This is the External HCO Network. The network command line is from CS-1 to CO FB to External HCO Aide on Flag, to External HCO Chiefs in FOLOs to HASes in orgs. (FBDL 504)
