Definitions
1. establishing something means that it's been put there so that it is capable and does produce high volume, high quality production with an absence of dev-t. (ESTO 11, 7203CO6 SO 1)
2. to have communications you have to have terminals. The org board is the pattern of the terminals and their flows. So you have to have an org board. And the org board must in truth be a representation of what is in the organization. The org board shows where what terminals are located in the org so flows can occur.
