Definitions

1. illegal policy set at unauthorized levels jams the actions of a group and are responsible for the inactivity, non-production or lack of team spirit. Counter-policy independently set jams the group together but inhibits its operation. (HCO PL 6 Dec 70)

2. (form of arbitrary) the receipt of a communication is an extremely important part of the sequence of actions that result in a compliance. Common reasons for the non-receipt of a communication is that arbitraries (or arbitrary factors) exist in the area. Counter-policy means a local policy that demands a procedure or sequence of actions be followed that prohibits or inhibits the carrying out of the origination that is expected to be followed by a source which is senior to the originators of the counter-policy.
