organizations have at one time or another nearly gone extinct because they employed outside auditors on an occasional or "consultant" basis. They keep several auditors "on call" and when they have a pc for them call them in. This measure is only an effort to preserve units. It is foolish as it eventually destroys units. At least three great evils result from "the consultant policy." (1) there is no way of setting up a staff training program or a staff auditing program that includes such people. (2) technical result suffers because the pc is not really given an HGC auditor but someone who is not under direct control of the Director of Processing. (3) HGC pcs often wander off from the HGC and turn up later in somebody's practice òÀÔeven though the org investment in procuring that pc was great.
