each and every org, but not franchise centers, may issue a magazine. World-wide is to furnish two sets of copy monthly for such magazines. One set for the continental magazine, one set for a smaller area magazine. An area magazine should go to every person in the central files of an Area Org, unless restrained by an ethics order on that person cutting comm, regardless of the duplication of the continental org's mailings.
