1. it is the oldest form of seeking justice and a redress of wrongs and it may well be that when it vanishes a civilization deteriorates thereby. Any one individual has the right to petition in writing any senior or official no matter how high and no matter by what routing. Only one person may petition on one matter or the petition must be refused. Threat included in a request for justice, a favor or redress deprives it of the status of petition and it must be refused. Discourtesy or malice in a request for justice, a favor or redress deprives it of the status of petition and it must be refused. If a petition contains no request it is not a petition. A petition is itself and is not a form of recourse and making a petition does not use up one's right to recourse. (HCO PL 29 Apr 65 II)

2. a polite request to have something handled by the Office of LRH or the org. If it is not polite it is not a petition and is not covered by the Petition Policy Letters. An impolite petition is handled as an entheta letter always. (HCO PL 7 Jun 65, Entheta Letters and the Dead File, Handling of, Definition)
