1. each vessel has its own Captain. The Captain of the flagship is known as the Flag Captain. (FO 766)

2. purpose of the flagship Captain: to help the Commodore in furthering the purposes of the Sea Org, Scn and Dn by wearing the hat of Captain with the intention of producing the ideal scene of a safe, seaworthy, self-supporting, fully operational flagship manned with fully trained and processed, competent officers and crew of the Sea Organization.
