Definitions

the full report of the committee (Committee of Evidence) accompanied by a tape recording of the evidence given and a full recommendation to the Convening Authority for his action. The findings is a document which gives a fast summary of the hearings, their result and a complete recommendation. It must be so written that it may be published without alteration by the Convening Authority. The summary states who appears to be at fault and who does not and why. The recommendation tells the Convening Authority exactly what disciplinary action should be taken and how, including any plea for leniency or insistence upon full penalty. (HCO PL 7 Sept 63)
