2. the Establishment Officer system evolved from the Product-Org system where it was found the HAS alone could not establish the org. The Esto is an extension of the original HCO system as an Esto performs all the functions of HCO for the activity to which he is assigned plus his own tech of being an Esto. (HCO PL 7 Mar 72)
