this first division in actual fact is the Communications Division. It's called HCO with us but it's the Communications Division. This is analogous to getting things communicating as you would have to do in putting together any plant or factory. You'd first have to have something where people could get into communication with somebody about what you were doing otherwise nothing would happen thereafter. (SH Spec 77, 6608C23)
