there is always an Acting Flag Officer. It may be the Commodore, which is signed simply "Commodore," or in his absence it may be one of his deputies. The title Acting Flag Officer means that for that time, he is head of the flotilla, the ships' senior officers and crews wherever they may be, and all connected organizations. (FO 3342)
