this is defined as the [[COST|cost]] of transporting [[FLAG_PERSONNEL|Flag Personnel]] to be stationed at [[FLAG|Flag]]. These are either (a) recruits, (b) veterans called for Flag duty or (c) specialized [[PERSONNEL|personnel]] called for Flag duty such as translators. This does not include [[ORG|org]] or [[FOLO|Folo]] or [[STATIONSHIP|stationship]] personnel sent to Flag for [[TRAINING|training]], [[PROCESSING|processing]] or [[BRIEFING|briefing]]. A [[TELEX|telex]] or written order signed by the [[FLAG_PERSONNEL_PROCUREMENT_OFFICER|Flag Personnel Procurement Officer]] ([[FPPO|FPPO]]) and [[PURSER|Purser]] Flag authorizes the [[EXPENSE|expense]] and [[FLAG_EXPENSE|Flag expense]], and the FPPO is the only [[TERMINAL|terminal]] who may authorize such an order.
