this [[CHARTER|charter]] gives official [[AUTHORITY|authority]] to the [[INDIVIDUAL|individual]] who receives it to conduct a [[MISSION|mission]] in the [[AREA|area]] specified. It does not [[CONFER|confer]] any [[LIABILITY|liability]] on the Mother Church but it does confer upon the individual a [[RIGHT|right]] to practice Dn and [[SCN|Scn]] in his area. This right is granted by the Mother Church by virtue of authority given it by L. Ron [[HUBBARD|Hubbard]], sole owner of the [[MATERIALS|materials]] and copyrights of Dn and Scn. The right is dependent upon good usage, regular [[REMITTANCE|remittance]] of tithes, and the continued good [[STANDING|standing]] of the grantee. The grantee then has authority to [[RUN|run]] his mission.
