1. written by [[LRH|LRH]] only. These are the technical [[ISSUE|issue]] [[LINE|line]]. They are valid from first issue unless specifically cancelled. All [[DATA|data]] for [[AUDITING|auditing]] and courses is contained in HCOBs. An [[ORG|org]] [[NEEDS|needs]] a [[MASTER|master]] [[FILE|file]] of them (and their stencil file) from which to prepare [[COURSE|course]] packs. These outline the [[PRODUCT|product]] of the org. They are distributed as indicated, usually to technical [[STAFF|staff]]. They are red ink on [[WHITE_PAPER|white paper]], consecutive by date.

4. [[TECHNOLOGY|technology]] is covered in HCO Bulletins. HCO Bulletins are written by or (more rarely) for L. Ron [[HUBBARD|Hubbard]] and are issued by HCO and HCO Secretaries. They do not require sanction by the International Board. No one else may issue or authorize an HCO [[BULLETIN|Bulletin]]. HCO Bulletins are recommended technical data. Certificates are awarded on the data contained in them and violation of it can therefore [[CAUSE|cause]] a suspension of the [[CERTIFICATE|certificate]]. This is the main [[POWER|power]] of the HCO Bulletin.

5. my priority line here is an HCO Bulletin. That means technical. If originated by me only it is on white paper with red ink. It must be copied by an HCO [[OFFICE|office]] on white paper with red ink. No copies of it must be made with any other color scheme.
