an [[AUDITOR|auditor]] or [[COURSE_SUPERVISOR|course supervisor]] delivering a [[SERVICE|service]] to an [[INDIVIDUAL|individual]] without [[HAVING|having]] to [[HAND|hand]] a fully [[PAID|paid]] [[INVOICE|invoice]] for that service and who does not then send the person back to the [[REGISTRAR|registrar]] to be signed up for that service is: (a) covertly robbing his fellow [[STAFF|staff]] members of their pay, and (b) in a [[CONDITION|condition]] of [[DOUBT|doubt]] to his [[ORG|org]], and is so assigned. Similarly, an auditor continuing to [[AUDIT|audit]] a person [[OVER|over]] and above the amount of hours signed and paid for, and who does not send that PC back to the registrar for sign-up and payment of additional hours in order to successfully [[COMPLETE|complete]] the [[AUDITING|auditing]] [[PROGRAM|program]], is guilty of (a) and (b) as above.
