Issues in this format are for [[ISSUE|issue]] to every [[SEA_ORG_MEMBER|Sea Org member]] attached to each [[SEA_ORG|Sea Org]] [[UNIT|unit]]. They are not for [[DISTRIBUTION|distribution]] outside the [[SEA|Sea]] [[ORG|Org]]. Other formats and [[LINES|lines]] exist for other networks. Flag Order Information Letters are a [[LINE|line]] from the [[COMMODORE|Commodore]] to every Sea Org [[MEMBER|member]] on duty. Only where specifically designated will they go to SO members on leave.
