this [[COUNCIL|Council]] is composed of the following: [[CAPTAIN|Captain]] [[FSO|FSO]] (as D/Chairman). [[SUPERCARGO|Supercargo]] FSO ([[SECRETARY|Secretary]]). [[CHIEF_OFFICER|Chief Officer]] FSO. [[CHIEF_ENGINEER|Chief Engineer]], First [[MATE|Mate]]. [[PURSER|Purser]], [[LRH_COMM|LRH Comm]] FSO. It is understood that the [[COMMODORE|Commodore]] is the Chairman of this [[DEPT|Dept]] 21 Council and that the Captain takes the chair in his place; the function of the [[LRH|LRH]] [[COMM|Comm]] is to keep in [[POLICY|policy]] on the council's proceedings and actions. Any [[ACTION|action]] to [[CHANGE|change]] the use or appearance of any [[SPACE|space]] aboard may only occur with the approval of the [[DESIGN|Design]] and [[PLANNING|Planning]] Council. Any proposal to install new machinery must have the Council's approval before submission to FP. No [[MEST|mest]] of the [[SHIP|ship]] may be disposed of without the specific approval of the Council, including the method of disposal.
