due to [[BETTER|better]] [[LOCAL|local]] prices, [[QUALITY|quality]] or availability of certain items required by [[CENTRAL|central]] [[MANAGEMENT|management]], these are ordered by [[FLAG|Flag]] from FOLOs and occasionally from orgs. This would include such items as fuel and [[INSURANCE|insurance]] [[BILLS|bills]] of Flag but not such bills of stationships or orgs. It could include [[PROMOTIONAL_ITEMS|promotional items]] ordered for local printing, [[MANUFACTURING|manufacturing]] or [[DISTRIBUTION|distribution]], where these are specifically designated by Flag as [[FLAG_EXPENSE|Flag expense]]. All such logistic purchases must bear the authorization of one of the following terminals: the [[FOUNDER|Founder]], the [[CONTROLLER|Controller]] or their Personal Communicators on their behalf, or the Flag [[PURSER|Purser]]. An [[EXTERNAL_PURCHASE_ORDER|external purchase order]] [[FORM|form]] or at times a [[TELEX|telex]] authorizes the [[EXPENSE|expense]].
