1. the [[PURPOSE|purpose]] of this [[ACCOUNT|account]] is to provide a cushion by which an [[ORGANIZATION|organization]] which is becoming insolvent may be salvaged. The [[SECONDARY|secondary]] purpose of the building fund is to [[PURCHASE|purchase]] [[PROPERTY|property]], but when - this is done, the purchase must be for [[CASH|cash]] or, if any [[MORTGAGE|mortgage]] is involved, all further payments than the initial payment must be made from the [[EXPENSE_SUM|expense sum]]. Building fund monies, [[BEING|being]] under the [[CONTROL|control]] of only the [[INTERNATIONAL_BOARD|International Board]], may also be used for other board purposes without [[LOCAL|local]] consultation. These include [[RESEARCH|research]] projects or experimental [[DISSEMINATION|dissemination]] projects in the local [[AREA|area]] or research on an international basis.
