These are the issues of the Boards of Directors of the Churches of [[SCIENTOLOGY|Scientology]] and are separate and distinct from those [[HCO|HCO]] Bulletins written by [[LRH|LRH]]. Only LRH issues may be printed red on white for Technical Bulletins and only LRH issues may have the prefix HCO. These [[BOARD_ISSUES|Board issues]] are valid as [[TECH|tech]]. The [[PURPOSE|purpose]] of this distinction is to keep LRH's [[COMM|comm]] [[LINES|lines]] pure and to clearly distinguish between [[SOURCE|Source]] material and other issues and so that any conflict and/or [[CONFUSION|confusion]] on Source can easily be resolved.
